Michael Locksley is the Head Football Coach at the University of Maryland, known for his dynamic leadership and commitment to building a strong, competitive program. Beyond his coaching prowess, Locksley is a passionate advocate for equity in sports, having founded the Coalition of Minority Coaches to support and promote underrepresented coaches in the field. His dedication extends to community service, where he has actively engaged in outreach endeavors aimed at empowering youth and fostering positive change in communities. Through mentorship and initiatives that focus on education and personal development, Locksley exemplifies the impact of sports as a vehicle for social progress.

Kia Locksley

Kia Locksley is a dedicated yoga instructor with over twenty years of teaching experience. She has spent years guiding individuals on their journey to physical and mental well-being, fostering a sense of community and mindfulness in every class. Balancing her passion for yoga with the joys and challenges of motherhood, she embraces the opportunity to inspire her adult children and others to lead healthy, balanced lives. Her commitment to advocacy shines through in her efforts to support those in need, whether it's through community workshops or personal mentorship, as she believes everyone deserves access to the tools for a happier, healthier life.

Gal N. Kaufman serves as chair of the firm’s Private Client Services Practice Group. Gal is highly experienced in the full range of private wealth services matters, including sophisticated tax analysis and planning; structured management arrangements for families, family businesses, and family offices; and fiduciary and tax controversies. Mr. Kaufman is also well-versed in advising on issues related to captive insurance.

Dr. Laura Taylor, Ed.D.
Board Member at Large

Dr. Laura Taylor has served public education for over thirty years as a teacher, high school principal, deputy superintendent, and currently as the Executive Director of Leadership Development. She has worked intimately with numerous school board members in her capacity as an upper level district administrator, and has created and/or facilitated numerous education related initiatives connected to TBIAF's four pillars. She joins the Board of Directors in hopes that her experience and expertise can provide insight to support the development and oversight of TBIAF's mission and strategic goals.

Dr. Laurie Williams-Hogarth, Ph.D.

Dr. Laurie Williams-Hogarth has engaged in higher education over the past thirty years, spending 4 years as a Neuroscience and Physical Medicine and Rehabilitation Research Fellow at The Johns Hopkins Medical Institutions, followed by a 26-year tenure first as Assistant Professor and currently as Senior Lecturer of Anatomy, Physiology and Neurosciences at Towson University. She has worked with numerous local public and private high school advanced science students as well as participating in science education programs for middle school and Montessori elementary school students. In addition, she spent 5 years volunteering as a manager for a Maryland girl’s Elite Club National League soccer team. In uniting with the Board of Directors, she aspires to utilize her skills and knowledge to benefit the growth and progression of TBIAF’s valuable aims and objectives.

With a passion for bringing people together and a heart for community service, Julie Visperas is a dynamic professional with over 15 years of experience spanning event coordination, nonprofit leadership, property management and real estate. Known for her exceptional organizational skills and people-first mindset, Julie has planned and executed a wide range of successful events —from small and large galas, gatherings and grassroots fundraisers to fostering placements for families in need of housing and shelter. In the nonprofit world, she has worn many hats, advocating for causes close to the heart and building strong partnerships that drive meaningful change. Whether coordinating a charity event, developing outreach strategies, or community planning strategies, Julie brings creativity, dedication, and a deep understanding of what makes communities thrive and develop.
